Cover a work surface with parchment paper. In a small heavy saucepan bring sugar and water to boil over moderate heat, stirring and washing down any sugar crystals clinging to side of pan with a brush dipped in water, until sugar is dissolved. Boil syrup, without stirring, until very pale golden and remove pan from heat, swirling caramel gently until it stops cooking (caramel will turn a darker golden amber). Cool caramel, without stirring, until thick enough to drizzle in a thin thread, about 8 minutes. In 1 hand hold 2 forks back to back and dip tines into caramel, letting excess caramel drip back into pan. Rapidly wave forks back and forth over parchment to form threads. Repeat procedure with remaining caramel. Spun sugar may be made 1 day ahead and kept in an airtight container at room temperature.
