1 1/2 cups flour
1/4 cup baking cocoa
1 cup sugar
1 teaspoon soda
1/2 cup oil
1 cup water
1 teaspoon vinegar
Topping:
8 ounces cream cheese
1 egg
6 ounces chocolate chips (mint chocolate chips are great too)
1/2 cup sugar

Batter: Mix dry ingredients and then add liquids. Put batter in 2 dozen cupcake cups. Mix topping ingredients. Put about 2 tablespoons on top of each cupcake. Bake at 350 degrees for 20 minutes.
